Eligibility for Submissions

The submission of research proposals to external foundations involves the creation of mutual commitments between the University, the researcher and the funder. These commitments increase if the proposal is approved by the funder and a research budget is established for the researcher. These commitments are of significance to the University in general, and to the researcher and his unit in particular. Therefore, rules of eligibility for submitting proposals have been developed, as specified below.

 

Criteria of Eligibility

Researchers who meet the following criteria are eligible to submit research proposals to external foundations:

  • The source of funding of the researcher’s wages is the regular budget of the University or the budget of the University Veterinary Hospital or a University budget funded by the Ministry of Absorption (researchers on the KAMEA – Absorption of Immigrant Scientists track)
  • The researcher’s employment track is the regular track or the clinical track in veterinary medicine
  • The researcher’s rank is lecturer and above
  • Teaching fellows, researchers on the parallel track and external teachers (subject to the authorization of the Vice President for Research and Development and the relevant faculty dean, for every submission of a research proposal, with the attached form. The form must be handed in to the relevant desk in the Authority for R&D).

 

One-time approval for Submission

Academic faculty members who do not meet the above criteria of eligibility may submit a request to be granted eligibility for any particular research proposal. Such exceptional eligibility requires the approval of the Vice President for Research and Development and the approval of the relevant faculty dean, using this form. The form shall be handed in to the relevant desk in the Authority for R&D.

 

Submission Guidelines

Ordinarily, research proposals are submitted either in response to a general call for proposals issued by a funding agency or when research is directly commissioned from a specific researcher or research group because of their expertise. In most cases, when a foundation issues a call for proposals open to The Hebrew University researchers, it will be distributed via mailing list of the Authority for Research and Development, with a short description posted on the Authority’s website.

​If you are interested in submitting a research proposal, it is advisable to check whether:

  • You are eligible to apply under the Hebrew University’s rules as detailed above.
  • You are eligible to apply under foundation guidelines (e.g., age limit, required external partner, etc.)
  • You are capable of conducting the research within the required scope and deadlines;
  • The foundation requires supplementary funding ('matching')

Once you have decided to submit a proposal, read the application instructions carefully, particularly regarding how to apply, how to construct the proposal and its requested budget. It is strongly advised to consult the desk of the Authority for Research and Development which deals with that foundation (this information can be found on the Authority website). At all stages in preparing the application, feel free to consult the desk.

Before submitting a proposal to the foundation, please send it to the relevant desk at the Authority for Research and Development to ascertain that it meets the guidelines specified (e.g., scope of proposal, additional required documents, etc.), and that the requested budget conforms to the foundation terms.

 

 

Registration in the Authority’s Research System

All proposals submitted by University researchers – including applications via another institution in Israel or abroad – must be registered in the Authority’s Research System.

The entry of a research proposal by the applicant into the Research System consists of  two stages: the first is carried out after submitting the proposal to the funder and the second stage after the proposal has been accepted.

Employing personnel in research project

​As part of a proposal submission process, you are usually asked to attach a budget plan for the project. Depending on the foundation's regulations, there are permitted and/or exluded costs. One major part of a usual budget plan deals with employing personnel in the project. This can be done in two ways: by paying a salary or by giving a scholarship.  Scholarship and salary rates are determined by the financial division of the University and updated from time to time. For salary rates, please contact your faculty/school's administrator. The table below indicates the current scholarship rates in Shekels.

FAQs

Why is there an internal submission deadline for the R&D Authority?

 

Submissions of research proposals involve a great deal of work by the researchers and by the R&D Authority. An examination by the R&D Authority is required  for several reasons: The Authority approves the research proposals and signs the submissions after examining the funder's terms, the budget, and the accompanying agreements, sometimes with the involvement of the University Legal Department. An internal submission deadline is intended to give the R&D Authority the time to process the proposals before they are submitted

 

 

Why should I register the research proposal in the research system?

According to the directives of the University Administration,  every researcher who submits a proposal to a funding body must also report it  in the R&D Authority's research system. The registration of the proposal in the system informs the R&D Authority of the areas of research and the identities of the partners, and often this information is used to send targeted announcements for additional sources of funding.

For which grants is a researcher entitled to a Remuneration for Conducting Research?

  • Grants that are awarded for research (not scholarships, prizes, books, conferences, surveys, etc.).
  • A research grant from an external source (not internal grants, not grants funded by subsidiaries - Yissum*).
  • Grants  funded by an annual budget in USD according to categories that were updated periodically until 10/2022 (see here the table of categories)

* Research grants funded by commercial entities signed through Yissum. (only the portion of the budget transferred to the R&D Authority  qualifies for Remuneration for Conducting Research "A", subject to the terms of the agreement).
