The Standing Committee appoints the chairperson of the Supreme Committee and its members.
Powers of the Supreme Committee:
- Formulating policies and setting procedures on new issues;
- Advice to faculty committees;
- Discussion of appeals on decisions of the faculty committees;
- Handling complex research proposals that are referred to it by the faculty committees;
- Monitoring and controlling the operation of the faculty committees (see monitoring procedure, Appendix 5);
- Determining the training procedure for ethics committee members.
When an appeal is brought before the Supreme Committee, its decision is final. In any other case, you can appeal the Supreme Committee's decision. In such cases, the committee will discuss the matter a second time and make a final decision.
Appealing a decision by a faculty committee
A researcher may appeal the decision of a faculty ethics committee not to approve research or to subject it to conditions. The appeal is submitted to the chair of the Supreme Committee, Dr. Naama Keshet, by email irb@savion.huji.ac.il. .
Appeals must be lodged in writing within 14 days from the date of receipt of the faculty committee’s decision.
As a rule, a decision on an appeal shall be given without the presence of the appellant researcher, unless the researcher requests that an oral hearing be held in their presence.
A decision on the appeal shall be made within 30 days from the date on which the appeal was lodged or from the date on which the appeal's details were completed or from the date of the oral hearing on the appeal, whichever is later.
