Other Programmes

Besides the framework programme of HORIZON Europe there are several opportunities for funding by the EC. The European Union dedicates around 10% of the budget to external action and provide funding in the form of grants, contracts, and budget support to EU partner countries. The EU also work hand-in-hand with international organisations, private bodies and EU member countries to increase the impact of the EU support.

These calls have specific topics, in specific fields of research and are usually restricted calls:

1. Each call refers to a different geographical location and the project should be conducted in the specific state.

2. Each institution may submit only one proposal as main applicant, and only one proposal as a co-applicant (for that reason HUJI has internal deadlines about 1 month prior to the Call deadline in order to choose the best proposals to represent HUJI).

Erasmus+ Programme

Erasmus+ is the EU Programme in the fields of education, training, youth and sport for the period 2021-2027. Education, training, youth and sport are key areas that support citizens in their personal and professional development. High quality, inclusive education and training, as well as informal and non-formal learning, ultimately equip young people and participants of all ages with the qualifications and skills needed for their meaningful participation in democratic society, intercultural understanding and successful transition in the labour market.

The 2021-2027 programme places a strong focus on social inclusion, the green and digital transitions, and promoting young people’s participation in democratic life. It supports priorities and activities set out in the European Education Area, Digital Education Action Plan and the European Skills Agenda.

The programme also:

Partnership for Research and Innovation in the Mediterranean Area (PRIMA)

Who is PRIMA

19 participating states countries have a common research and innovation strategy addressing the challenges in climate change, population growth and food security, water scarcity and overexploitation of natural resources, sustainable agriculture, agro-biodiversity loss, reinforcing Mediterranean lifestyle: diet, physical activity, socio-cultural, mediterrenean agro-food value chains.

PRIMA Mission

“To achieve, support and promote integration, alignment and joint implementation of national R&I programmes under a common research and innovation strategy to address the diverse challenges in water scarcity, agriculture, food security.”

PRIMA programme overall objectives –

(1) Alignment of National Programmes: Orientation of relevant national research and innovation programmes towards the implementation of the strategic agenda.

(2) Critical Mass of Actors and Resources: Involvement of all relevant public and private sector actors in implementing the strategic agenda by pooling knowledge and financial resources to achieve the necessary critical mass.

(3) Strengthening R&I Capacities: Strengthening of the research and innovation funding capacities and of the implementation capabilities of all actors involved including SMEs, academia, non-governmental organisations and local research centres.

The European Instrument on Democracy and Human Rights (EIDHR)

The general objective of the EIDHR is to contribute to the development and consolidation of democracy and the rule of law and respect for all human rights and fundamental freedoms, consistent with the European Union’s foreign policy as a whole.

The EIDHR aims to:

enhance respect for and observance of human rights and fundamental freedoms, as proclaimed in the Universal Declaration of Human Rights and other international and regional human rights instruments;

strengthen the protection, promotion and monitoring of these rights and freedoms, mainly by providing support to relevant civil society organisations (CSOs), human rights defenders and victims of repression and abuse;
support, develop and consolidate democracy in third countries, by enhancing participatory and representative democracy, strengthening the overall democratic cycle, in particular by emphasising the need for civil society to play an active role in governance, increasing respect for the rule of law and improving the reliability of electoral processes, in particular through sending election observation missions.

The EIDHR contributes to the implementation of the human rights focus of the 2030 Agenda as a whole and further contributes directly towards strengthening civil society and human rights actors’ responses to the achievement of the Sustainable Development Goals (SDGs), both globally and at country level.

Human Rights and Democracy (HR&D)

The thematic programme on HR&D builds upon the key features of the European Instrument for Democracy and Human Rights (EIDHR) with the object of promotion and protect human rights, fundamental freedoms democracy, and the rule of law.

The thematic programme builds also on the Action Plan on Human Rights and Democracy 2020-2024 adopted by the Council on 19 November 2020, which includes the following priorities: (i) Protecting and empowering individuals; (ii) Building resilient, inclusive and democratic societies; (iii) Promoting a global system for HR&D; (iv) Safeguarding fundamental freedoms, including by harnessing the opportunities and addressing the challenges of new technologies; (v) Delivering by working together with other stakeholders such as civil society actors, EU Member States and private sector actors.
